EuroGOOS invites expressions of interest for Proposal Managing Editor

EuroGOOS, on behalf of a prospective European consortium, is inviting expressions of interest from experienced individuals or organisations to coordinate and manage the development of Part B of a major Horizon Europe proposal focused on strengthening Europe’s contribution to the Global Ocean Observing System (GOOS).
The consortium is being assembled in anticipation of the forthcoming HORIZON-NATURE-2027-01-04: “A stronger Global Ocean Observing System to enhance Europe’s strategic autonomy, climate resilience and biodiversity assessments” call. The call is expected to be published in October 2026 and is anticipated to be an Innovation Action with an indicative EU contribution of €50 million.
The consortium is coordinated by GEOMAR, with NOC and Ifremer forming part of the convening team, IOC-GOOS providing scientific and strategic direction, and EuroGOOS coordinating engagement across the European operational ocean observing community and with Member States. Experts from across the prospective consortium will contribute to the planning and drafting of the proposal’s work packages.
The opportunity
The consortium is seeking an experienced Proposal Managing Editor – Part B to coordinate the proposal’s technical narrative through to submission. Working with a distributed team of expert contributors, the appointee will manage the drafting process and help assemble a coherent, compliant and competitive proposal, while working within the scientific direction established by the convening partners.
Responsibilities will include establishing and maintaining the drafting structure and master document; coordinating contributors and the writing schedule; editing and integrating contributions; ensuring alignment with the call’s expected outcomes, scope and evaluation criteria; maintaining consistency between Part B and the Part A budget, partner and effort information; managing internal review and feedback; and delivering a submission-ready document.
The work will be carried out remotely and in close coordination with IOC-GOOS, GEOMAR and EuroGOOS, alongside expert contributors located across several European countries.
Who we are looking for
Applicants should have a strong track record in coordinating or editing successful Horizon Europe or previous Framework Programme proposals, ideally involving large collaborative Innovation Actions or Research and Innovation Actions. Strong English-language editorial skills, knowledge of Horizon Europe evaluation requirements, experience managing multi-author documents and fixed submission deadlines, and familiarity with the Part A/Part B interface are important.
Knowledge of ocean observation, marine science and/or the GOOS landscape is also desirable.

The engagement is expected to begin shortly after publication of the call and continue through submission, anticipated in the first quarter of 2027. Applicants should indicate their availability and propose either a day rate or a flat fee for the assignment.
